Video games is a form of entertainment that has rapidly evolved in each generation and has significantly impacted people cognitive skills and physical activities. What I Already Know/ Want to Know The first videogame ever made was a tennis game created by Physicist William Higinbotham on October in 1958. He created the tennis for two that allowed for two people to hit the tennis ball back and forth. Physicist William Higinbotham created the tennis game at the Brookhaven National Laboratory on Long Island in New York and continued to reinvent the game until he felt it was up to par with his expectations of how the game should be. Methods/How I Found My Information Video games have always been apart of my childhood when growing up because I just loved playing video games, but I did not know what the first video game ever made was so I looked it up. I searched up on google what the first video game ever made was and looked for information on who made the game, when they made the game, why they made the game and how to play the game. I did find the information I needed on one site but I also used other sides to gather more information. Video games have basically been apart of my life since the day I was born, It was always the best way for my dad to keep me quiet when I was younger in places I was always either scared or bored at being. Of course he regulated it so that I wouldnt become so addicted that I wouldnt be able to socialize but he let me play. They were simple Games that I would play on my Game boy such as mario sonic or pacman, with also simple objectives, run jump or both. What i would like to know more about video games is that what point did they take a significantly big leap to being simple fantasy Games to realistic immersive games that almost made you feel as if you were there? What I Discovered Video games are now a major factor of entertainment in our society with a fast pace expanding culture every single year as they are now (Byrne) an entrenched part of our cultures and routines. As video games continue to advance and evolve it continues to peak the interests of many individuals both young and old alike as as the average american game player is 31 years McCoy 3 old and 48 percent of those playing being women. (epstein) This is do to the creative element and the wide range of appeal that games offer to everyone. With the early invention of the wii and shortly Xbox Kinect, this allowed people and specifically families to come together and be active with one another in one setting. Motion sensors helped to track peoples movements and display them onto whatever game they were playing. This was great entertainment for even the old to be involved in. Video games really started to spawn in the 1970s but given the limits of computing range the original Atari 2600 Featured just 128 bytes of memory ( no kil, no mege, no giga) there was room for just one idea(epstein). Video Games have evolved tremendously over the last couple of decades from simple run and Jump games to games that put you into the real bloody intense battlefields of war. When the first video game was made it was a very simple tennis game, similar to the classic 1970s video game pong. (Byrne) This simple idea is believed to have sparked the minds of a thousand other future creators in developing games that mimic our world only with a couple of twists. There are literally stories out there that put you in the shoes of someone else similar to how an actor plays a part in a movie. Some games like Battlefield and Call Of Duty offer and horrific and intense experience in fighting in a war with hundreds of your comrades dying beside you experience One video Game in particu lar thats sets players up in a realistic scenario was That dragon, Cancer. The purpose of this game was to put people in a situation that some parents have gone through themselves and allow them a slight glimpse of what a common pain is gone through with a parent with a sick child. It was released on january 12, 2016 and was made by writer Amy Green and developed by Numinous Games. The whole idea of it was a game where you fill the shoes of parents Guiding their infant through terminal  cancer creating a games like this for players delivers them with a heavy emotional impact and if a player can say that they were invested emotionally the same way that a person is when watching a movie now shows that videogames are becoming more than what they were. There is a deeper meaning to most games that may not always be as clear to video players. Video games  has evolved from mindless playing to engrossing stories along the way. For instance, there is a game called The Last Of Us which is a horror game about zombies taking over. This game does a great job of telling a story because it shows what would have if zombies were to actually take over. In the game there is a guy who loses his daughter in a zombie outbreak and years later he has to look after this girl who reminds him of his daughter and it shows how distant and mean he is because he is still mourning the loss of his daughter. In the beginning of the game he is mean because he is upset that he lost his daughter so he is not very nice to the little girl but over time she does remind him of the time he used to be a father to his daughter and he grows love for her and selfishly sacrifices the fate of the world to save this little girl even though she needs to die to get the cure. Like movies, there are a wide range of different genres for video games some even based on existing properties like the horror syfy Aliens or the comedic movie such as, Deadpool. Deadpool was first a hero comedy movie that soon turned into a game because of how great the sells and reactions were to the movie. The movie is extremely funny because it is about a superhero who saves the way and tends to do stupid things as he does so. Video games can either have horror, comedy or drama like a movie. Instead of just watching these things play out in a movie you can literally decide on your own, where you can  take these characters that you already enjoy on your own adventure. Of course as all our  technology advances with computers like the Apple two in 1977 most. On the other hand, people do enjoy playing video games, research has shown that video games cause people to do irrational things. Games that involve killing people, robberies and fighting glorify violence. There are many articles that talk about kids who play games such as Call of Duty where you shoot and kill people, encourage them to go out and actually kill people. There is an article that states, beginning in 1983 when U.S. Surgeon General C. Everett Koop implicated violent video games as a leading cause of family violence, news stories about video games such as Death Race (allowing players to run over gremlins) (only sp) and Custers Revenge (with a naked Custer avoiding arrows to have sex with a Native American woman) have helped reinforce the idea that graphic violence in video games was potentially harmful. Although, some may think that violent video games causes people to do violent things, there are still other positive and influential games that are not violent that kids c an enjoy. Video games have evolved and changed the landscape and view of entertainment while generating thousands of new fans of the culture. Video game attract people of all ages because it is something fun to do after a stressful day and it keeps kids out of trouble. Not only are video games fun to play but they tell a story that people are able to relate to like Call of Duty, Madden 15 and 2k. These games are relatable because Madden is a game about football players, 2k is a game about basketball players and Call Of Duty is basically a reception on how war is. Overall, if games did not exist, there probably would be even more problems in the world because when kids are at home playing video games they are staying out of trouble. Video games have even  evolved to a point where people have become more physically active as the games they play offer a sense of achievements and accomplishments. Can Video Games Cause Violence? Reflection piece When I first heard that we were doing a Five page paper that was also a research essay with a lot of added criteria that I have never done before in another essay, I was pretty bummed out about the idea because I thought we would Have to write about some random boring topic that I had some interest in writing about. How very fortunate for me that writing just about anything isnt the case for me and instead Im able to write my own paper based off of my own topic that I have to decided to pick. With this one research paper I was able to pick something that I am already curious and fascinated with and that was Video Games. It only made sense to write about something you love to play and be involved with. However I felt that I needed to find a better way to approach and write about this topic that seemed like playing video Games was beneficial to the audience thats reading my paper instead of just a paper talking about video Game. Starting and writing this essay was a little hard for me because I saw multiple ways to approach this paper. My first way of writing this paper was with talking about the history of video games and how they evolved from what they were to what they are now and how they have a mass entertainment audience bigger than ever before. Another way was talking about video games or specifically and how they went from a simple mindless child games to something that is considered an intricate art that is now praised for their story and design almost like a real movie. Im thankful I have been given the opportunity to write an essay based on a subject i really love playing and I hope to write something similar soon.

The National Youth Advocate Program - 1293 Words

The organization that I would like to pursue once I have completed my degree is with Seven Counties. Utilitarianism and Natural Justice Intellectual Property Rights

Question: Describe about the Utilitarianism and Natural Justice for Intellectual Property Rights. Answer: 1. The recent writings in theory most of them consist of a struggle which is there between and with the different approaches towards intellectual property rights. The two of the main approaches that exist towards intellectual property rights are that of Utilitarianism and Natural Justice. The most popular of the four theories is that of Utilitarianism, the utilitarian guidelines that the most common guidelines which the beacon of lawmakers follow for shaping of the intellectual property rights.[1] The principle behind this being that it is ensured that there is maximization of the social welfare in net. It is generally thought with respect to pursuit of such end for intellectual property is that it is required by the lawmakers for striking a balance which is optimal between, the exclusive right power for ensuring that there is stimulation of creation of works of art and inventions and, on the other hand, offsetting partially such rights that that it is able to curtail the public enjoyment which is widespread of such creations. From the Utilitarian aspect it must be noted that there is encouragement of Intellectual Property for creativity, it allows that the creator be able to make a profit from his own work, there is incentive which is there for being able to create w ork that is more useful. The aim of this theory, as has already be established through decades, is to ensure that it is able to achieve for the greatest number of people greatest happiness. This view is stated as being the ultimate view when it comes to IP with respect to the theory of utilitarianism. The second most common theory when it comes to Intellectual Property Rights is that of utilitarianism. The theorists who work in this area of the theory of Intellectual Property Rights are usually in the practice of drawing their inspiration from the personal attachment and natural rights.[2] The work that is creative in nature is usually the expression of the creators personality. This is a requirement for ensuring that it is protected at all times. It is necessary to establish that there should be no one who would be allowed to use such work without the permission of the creator. It has been stated by Vaver D., Some Agnostic Observations on Intellectual Property Rights that- The reasons behind the extension of legal protection with respect to intellectual property are not evident as well as persuasive. The moral and economic motivations have been identified by the theorists. Morally, an individual is believed to possess a natural right with respect to their intellect; on the other hand the society has an obligation for rewarding the individuals to a level in which they have produced something valuable for the society. It is also rightly said that, as you sow, so shall you reap. However, these arguments are not valid with respect to the given case. This argument is also the argument on materials that are judicial and legislative, typically there is a blending of the various types of arguments which are there with respect to intellectual property. Though it may be that a modern reader might suppose the fact that there is commitment towards intellectual growth is required to be a goal that is entirely utilitarian in nature, peripheral largely to the natural justice considerations, there would not have been characterization of it by many of the thinkers of natural rights themselves. In the 18th century during the work mark that was high of thinking which related to natural rights, the view which was orthodox that was taken that the progress towards ensuring that there is enlightenment of humans is interwoven inescapably with the freedom of humans, that ensuring that there is liberation of the citizen and there is liberation of the mind were procedures that were complimentary in nature. These view of being able to access knowledge and progress were applicable to the questions which related to Intellectual Property Rights. While there are some perspectives with respect to natural rights which are committed internally for the disse mination and the growth of culture and learning there are various other which are not. An IPR advocate who is strong can accept simply instantiate their preferential establishment may certainly have unenviable consequences for the development of knowledge and societal epistemologys aptitude for tracking the truth. Nonetheless they might carry on we cannot overlook the claiming of rights simply for the reason that we are concerned regarding inopportune consequences to improvement and understanding. 2. Part 1 Though in theory there is protection of shapes under trademark, there has been refusal of the majority of product shapes which are functional. The rejection of such shapes have been due to the fact that they do not qualify as being a trade mark, even though there may be categorization of shape as being with the definition of sign under the Australian Trade Mark Act 1995 section 6 and there may be registration of all signs as trade-marks however, to be able to qualify as being a trademark it is required that there must be usage of the sign either on or with respect to some services or goods. It is through section 7(4) that the same rule is set regarding the manner in which it is to be used in a trade mark which states that the usage of a trademark with respect to goods means that the trade mark is to be used either in physical, upon or other relation with respect to the goods. It is not possible for the trademark to become in itself a product, so there is exclusion by this requirement of being able to register the goods actual shape as being a trademark as it does not form a separate mark, which is to be used either in relation or on the product itself. Part II While it was out of originally the tort of passing off that the system of trademark registration grew, there exists a difference which is fundamental between the manner in which there is conferring by the registered system protection on the trademarks and the manner in which the tort of passing off.[3] The tort of passing off is a protection that has been conferred not on the per se the trade-mark. Instead this protection has been conferred on the associated reputation of the trademark. This proposition which is fundamental form the cause for some of the debates which had been going on for years altogether but is now a proposition that has been irrefutable and entrenched. The English authority which is leading with respect to this point is the decision of House of Lords in the case of Spalding and Brothers v AW Gammage Ltd[4], soon after there was a turn of the 20th century, wherein it was stated that the usage of the of a term that is descriptive rather than a term which is inventiv e will require on the plaintiff much more effort for establishing that there was a secondary meaning which existed to it. Futher in the case of CampomarSociedad v Nike International[5] it was stated that there is restrain that is put on a person under passing off from using descriptive terms, names or other such indicia for persuading the customer or the purchaser to believe that the said services or goods have an endorsement or quality which would belong or belongs to services and goods of, or are associated with others or another. Part III Though there are provisions which attempt to protect the 3D designs however it is challenge for the designers in Australia to try and protect their works in the near future when there are technological chance which are precipitated by the advent of their being manufacturing that is additive which is known also as 3D printing. This process is the once which there is recreation of the form of a solid entity by means of layering of various objects in layers which are successive. It may be used for the creation of shoes, clothing jewellery to furniture, sculptures, parts of machine and even instruments of music. However, the present framework which is in existence in Australia there is a general loss that is faced by the designs which are applied industrially to the benefit of copyright protection. The point at which the protection of design expire after only a period of period of ten years, unlike a copyright which lasts entirely through the period of life of the author and another plus 70 years, there is no further protection that would be in existence for the designs. It was stated in the submission by the Advisory Council on Intellecutal Propertys Reviewing of Designs Systems issues document that this technological advancement possess the potential of posing same challenges to the regime of our intellectual property as alters to the digital financial system have been pretentious in Australia for the previous decade.28 The need for reforming a comparison between the regimes of Australia and the foreign jurisdictions and looking to the future of technology of design as well as manufacturing for demonstrating that the policy of Australian justification for the exclusive rights and designing overlap provisions that are obsolete and out of step with the international equivalents. 4. In the case of National Research Development Corporation v Commissioner of Patents (NRDC)[6] it was indicated by the High Court that the approach which was policy-oriented should be adapted to the meaning of the term. The word manufacture in the present Act finds its position not as an anticipated word for reducing the question of patentability to a verbal interpretation question, as merely as the title which is generally prevalent in the Statute of Monopolies. The question that is correct is whether this is a subject, which is proper form the patent letters according to the principles that have been under the relevance of the principle of the said Statute. It was interpreted in the NRDC case that for there to be an invention, which is a manufacturing manner it is, required that it belongs to fine arts rather than usual arts. There must be material advantage, which should be provided, and the value to the contrary must in the economic endeavor field. 3. Part I This is a situation of joint authorship between all the individuals who have contributed to the paper in various ways. In the case of Godfrey v. Lees[7], the copyright dispute concerned in an arrangement that was recorded of various songs by the band called Barclay James Harvest. The bands producer had contributed toward the arrangements of the string and other elements of music to songs eventual released version i.e. the work of music in question. There was a correct identification of the arrangement as being distinct from the work that was underlying and there was a joint authorship which was awarded to the producer in the arrangements. Part II Jasmine will have to ensure that the disclosure is a confidential disclosure. If a confidential disclosure is made for the purposes of commercialization it shall not affect the novelty of the product. Part III No, the argument which is made by Malcom is not a valid argument, since the disclosure which had been made was a confidential disclosure and there will be liability on Malcolm and Hope for breach of intellectual property rights of Amanda. Part IV There is protection which is provided under copyright to not the idea itself but the manner in which the idea has been expressed as opined in the case of Autodesk Inc versus Dyason there is no expression of idea with respect to the said chair and it is an idea in itself hence there will not be any copyright protection that would be provided to it. Part V The required under section 17 states that the trade mark is required to be sign, there must be an intention attached for using it or it is to be used and it should be able to distinguish the service or the product. Though there is no geographic indicator attached to it the trademark is not innovative and will not be able to distinguish the goods for which it is being registered for it is already a form of cotton. Thus, it may not be advisable to register the same as a trademark. Part VI Issac would be able to obtain a patent for his invention since though he had referred to various documents through his research however he has come up with an invention that is completely thus satisfying one of the ground criteria of patents that it ensures that there is invention and development.

Main Cause of the American Revolution free essay sample

The creation of all of these acts made the colonist furious, contributing to the cause of this Revolution. After many outbreaks between Parliament, the colonists seemed to find no changes regarding taxation, which started the American Revolution. We will write a custom essay sample on Main Cause of the American Revolution or any similar topic specifically for you Do Not WasteYour Time HIRE WRITER Only 13.90 / page The Stamp Act of 1 765 was a direct tax upon the American colonists, which placed taxes on all kinds of printed materials. The British Parliament positioned taxes on printed material such as newspapers, diplomas, pamphlets and others. The Parliament believed that taxing this printed material would be easy to collect and that it would be seen by the colonists as inexpensive. But little did they know it would be seen as the exact opposite through the colonists eyes. Shortly after, Protests began to occur against the Parliament. Colonists chanted, Taxation without Representation! numerous amounts of times in order to get their point across to the Parliament. These taxation added to the anger and frustration of the colonists, fueling the cause of the American Revolution. A man named Patrick Henry took initiative and stood up for the colonist due to the fact that he strongly believed that the taxation was wrong. Henry and the Massacre guests Assembly created an inter- colonial Stamp congress to fight against the direct taxation upon the colonists without asking for their consent. The colonists believed that the English Crown was denying their rights as English men, which led into a rebellion against the Stamp Act. When the ships arrived with the stamps, American colonists raided the ships and the stamps that were to be placed on the printed material were seized and destroyed. The direct taxation upon the printed materials caused the colonists to be angered, fueling the cause of theAmerican Revolution. The Sugar Act was an indirect tax that placed taxes on items such as sugar and coffee in 1764 and was one of the reasons behind the start of the American Revolution. This act was passed by Prime Minister, George Greenville with the idea to tax items that were imported into the colonies in large amounts. The Americans saw the Sugar Act as a direct tax due to the fact that they had to pay high pr ices for everyday materials. One Of the main problems that angered the colonists was that they felt as though they were taxed without any representation. The Association of the Sons of bribery in New York stated on December 15, 1773 that, It is essential to the freedom and security of a free people, that no taxes be imposed upon them but by their own consent, or their representation. The colonists despised the fact that Parliament dictated the laws in order the benefit from their taxes. The combination of both taxation without representation and the overly priced supplies led the colonists motivations and drive for a change in the way they were governed, eventually leading to the American Revolution. The Townsend Acts was an indirect taxation on imported materials such as glass, led, paper and the most important drink during that time, tea. This act was created by a man named Charles Townsend. In response to this taxation, the colonists boycotted the British Goods. By stimulating American manufacturing the colonists would still have access to the important supplies they needed from the imports. During the boycotts, the Massachusetts Legislature wrote the Circle Letter. This letter spread the idea to the other colonies that the Townsend Acts were violating the Constitutional rights of ACH individual person. In 1774, Reverend Benzene Baldwin stated, Charters taken away-?our assemblies annihilated, governors and councils, appointed by royal authority without any concurrence of the people, enacting such laws as their sovereign pleasure shall dictate Baldwin is saying that he believes that all the colonists should have some sort of representation within the government and should be able to have a say in the laws. . Samuel Adams also rebelled against the Townsend Acts by writing that Parliament had no right to create laws for the colonies under any circumstance. In response to the colonists actions, soon after the Massacre guests Legislature had been destroyed. The Colonists were becoming more and more aggravated with the Parliament and their lack to listen to their complaints. Parliament did not listen to the colonists and their ideas, therefore continuing to tax the colonists to gain more money for their English Crown. The colonists were very angry at the fact that the British Parliament ignored them, therefore being fed up with the lack of representation, resulting in the American Revolution. The main cause for the American Revolution generated off of the anger of the colonists because of the British Parliaments taxation upon goods and materials. The taxation of merchandise, both imported and exported, by the British Parliament, fueled the frustration between the colonists and the British Crown. The Stamp Act, Sugar Act and the Townsend Acts were all reasons why the colonists got so angered and started a Revolution. With their desire for a new government and the frustration towards the British, the Americans colonies turned their aggravation into the American Revolution.

For some activist judges exist and for others, there does not exist any judges that are activists; rather those you disagree with in their judgments do turn out to be so (at least in your sight.) sensitive cases that have drawn a lot of hullabaloos has been those involving same sex, stem cell operations, abortion among others. The original dissent on cases relating to eminent domain was set up by Justice O’Connor. In her previous ruling she stated that it was allowed for private property to be transferred to anoth er private individual for economic development as long as it is bound to be improved and used in a way that is beneficial to the public in itself or in the process of development (Bodenhamer Ely 14). This precedent has opened leeway for abuse. The case of Kelo vs. The City of New London is one of eminent domain. It was worked out following the precedent set by Justice O’Connor. The facts of this case relate to the use of eminent domain. New London, which is a city in Connecticut, ceased some property that was not for public use and sold it to some people who were to develop it for private purposes (Merriam Ross 180). The city was of the opinion that by coming up with these developments, jobs would be created in the process. Equally there was to be an increase in revenues from taxes. Kelo Susette and some other people who had lost their land by this repossession placed a suit in court against New London. The issues relating to the case included: the property owners raised a n argument that by its actions, the city was in essence violating the Fifth Amendments clause that deals with takings. In this clause, a provision is made for the government to accord just compensation for any private property taken by them. Another issue arising was the determination of whether taking this property and selling it to private developers was in essence a public use of the land. The Supreme Court of Connecticut ruled in favour of New London. In his ruling, Justice John Paul Stevens, stated that the taking qualified to be for public use in relation to the takings clause. The city by taking the land did not intend to benefit a certain group of privates but was intended for an economic development plan. Advertising Looking for essay on government? The bench of judges was accused of being an activist in this case. Upon this ruling, there was outrage and politics in New London became rife. This forced there to be council elections. Due to the claims of activism among judges, Pfizer, which was the drug company that had been allocated the land for a public purpose, announced that it was getting out of the deal and was not going to develop the property again. This was as an aftermath of the public outrage on the seizure of the land. The research center that they had initially set up had to be shut down. Another aftermath of this case is that States were left struggling to clearly define what eminent domain was to envisage. States were asked to consider their individual standards for eminent domain. This case is considered to be activist because the court was accused of having to strain what would otherwise be the plain implications by the constitution to end up achieving their predetermined desirable end s. The main reason the Fifth Amendment Act was formulated was to protect government infringement into private property. Public use of the land should then have indicated that the land be applied generally for public purposes and not be given to a private developer. The court was accused of having abused the precedent that was set by Justice O’Connor. Concerns were further raised that the court put an emphasis on what originally was supposed to be a public use to be a public purpose. Basing on this, there is created an endless way in which the clause can be abused. Work Cited Bodenhamer, David Ely, James. The Bill of Rights in modern America. Racism by culture Research Paper Example | Topics and Well Written Essays - 2250 words

Racism by culture - Research Paper Example What is this survived "dinosaur" of the last eras called racism? The given work will explain the essence of the modern racism and prove that the roots of racist ideas are in the educational and cultural environment a person is brought up in. Racism is the set of views, based on the ideas of physical and intellectual inequality of human races and of the decisive influence of racial distinctions on history and culture. There is also a little broader definition of racism that can be found in encyclopedias, which state that racial signs impose decisive influence on abilities, intelligence, moral and behavioral features and traits of people’ s character (Flanagan et al 515). Racism includes the ideas about initial division of people into the highest and the lowest races, the first of which are the founders of the civilization, thus they want and should dominate over the second. â€Å"Racism is the overarching societal paradigm that tolerates, accepts, and reinforces racial inequalities, and is associated with racially unequal opportunities for children to learn and thrive. Racial inequalities result in the discriminatory treatment of people of minority status. For instance, individuals from historically marginalized racial groups may be perceived as less worthy or less intelligent than those from the majority culture. At the same time, children or communities from the majority culture are allowed to maintain their established privileged and valued status. This privilege can result in better treatment and opportunities than are afforded to others within educational systems and other social institutions. The presence of racism in educational settings harms everyone, but has the most negative and lasting impact on racial minority groups† (Racism, prejudice, and discrimination). The implementation of racist theories in practice

How A Bill Becomes A law Term Paper Example | Topics and Well Written Essays - 1750 words

How A Bill Becomes A law - Term Paper Example This information can be used to better the nation, local community, career, and life as it moves forward. All Roads Lead to Congress is a case study of the proposal and passage of H.R. 3: Safe, Accountable, Flexible, Efficient, Transportation Equity Act (SAFETEA - LU) from the 109th Congress 2005 - 2006. This case study is presented from two different authors’ perspectives. One author is a political scientist, Costas Panagopoulos, and the other is an urban planner, Joshua Schank, who has been involved in transportation his entire career. Schank was Senator Hillary Clinton’s transportation fellow being brought in from Columbia University specifically to help work on this bill specifically. The book is organized by chapters telling the reader simply, â€Å"How a bill becomes law; bill introduction and markup; floor fight; conference; back to the drawing board; passage and politics; and the aftermath. In Chapter one, The four P’s are discussed including power, proc ess, policy, pots of money (price). Members of congress are most concerned about getting re-elected and use position taking, credit claiming, and advertising to get ahead. The suggestion is made that politicians worry more and do more about advertising their pork barrel projects than they do about passing solid pieces of legislation. Since their primary concern from day one in office is with getting re-elected, every move they make centers on that issue, the entire time they are in office. Public opinion of Congress as a whole is typically low, but constituent approval of some individual members of Congress is high. Transportation is a popular place to include pork barrel projects. There is a lot of detail provided in each chapter about what happens behind the scenes in the Congressional process, regarding deadlines, extensions of deadlines, â€Å"constituent meeting†, â€Å"surrogate meeting†, stall tactics, additional conversations, and so on, all in an effort to get a working piece of legislation that a bi-partisan group will be comfortable passing (p. 31). This bill was introduced in the house May 14, 2003 and was signed into law August 10, 2005 by President Bush. The final act was passed before the bridge collapse in Minnnesota on August 1, 2007, on I-35W at the height of rush hour. The bridge, as well as fifty vehicles, fell into the Mississippi River. Five people were killed. The investigation showed that popular, new roads and projects were funded, while the mundane, routine and maintenance projects were neglected. This was not the direct cause of the accident, but transportation has been bankrolling many other projects than the maintenance and safety of the existing roadways for years. The path taken by the highway funding bill followed the schematic in Figure 1.1 on page 6 of Panagopoulos and Schank. The bill is draft and proposed to both the House and the Senate. The Senate and House have committees that the bill goes to. In the commit tees the bill is marked up and reported out back to the Senate or the House with recommended changes. The bill then goes to the House rules committee. The bill post revisions makes its’ way back to the Senate and House floor for discussion, which if proceeding forward, follows with conference meetings to reconcile the differences between the Senate and the House.
